To ask a question, a person stands and states "Mister/Madam President." Upon recognition by the President, the person then states "Question for the Speaker." If the speaker yields then the person can ask his or her question.
Questions are in order 2 minutes after each speaker begins their speech. Questions go back out of order when the speaker has 30 seconds left. All questions must gain permission of the speaker to be asked.
